The rubber grommet beneath the fuel cap on many Ducati models serves a vital purpose, venting air into the tank while preventing fuel overflow from leaking out. Over time, this grommet dry rots and should be replaced.
NOTE1: It is important to periodically blow compressed air through the small hole in the cap itself to ensure the tank vents. Tanks have been known to balloon due to lack of ventilation.
